Details emerges as comrade raise alarm

Comrade Musa Mohammed (Moonlight) has formally asked Hon. Sadiq Mamman Lagos, Kaduna’s Commissioner for Local Government and Chieftaincy Affairs, to release the capital allocation and spending details for all 23 LGAs from 2023 up to now.
In a letter he cited the Freedom of Information Act and warned he’ll go to court if the records aren’t provided, framing the request as a basic transparency move ¹.
The commissioner’s office has pushed back, saying the ministry’s own budget – about N4.3 billion for 2026 – is separate from the joint allocations that go directly to the councils.
Earlier this year the state disclosed that N11.67 billion was allocated to the LGAs from the April 2025 Federation Account disbursement, with an additional N152.4 million in performance grants earmarked for the councils .
Critics argue Moonlight is “overstepping” and using the FOI request as a political weapon, while supporters see it as a necessary check on how public funds are managed at the grassroots level.
