The Nigerian Electricity Regulatory Commission (NERC) has reappointed the Managing Director and Chief Executive Officer of Kaduna Electricity Distribution Plc (KAEDC), Dr. Abubakar Umar Hashidu, as the company’s Administrator for an initial six-month period following the dissolution of the company’s board of directors.
The commission announced the decision in Order No. NERC/2026/086, titled “Order on the Regulatory Intervention in Kaduna Electricity Distribution Plc Pursuant to the Electricity Act 2023,” which took effect on Monday, August 10, 2026.
NERC said the regulatory intervention became necessary after KAEDC accumulated market obligations of N456.5 billion and recorded prolonged financial, operational, commercial, and regulatory failures that threatened the company’s performance within the Nigerian Electricity Supply Industry.
As part of the intervention, the commission dissolved the company’s board of directors and constituted a seven-member interim board of special directors to oversee the affairs of the electricity distribution company during the transition period.
The newly appointed interim board is chaired by Dr. Abdullahi Garba. Other members are Engr. Francis Agoha, Mr. Aliyy Aliyu, Rt. Major General Henry Ayamasaowei, Dr. Haliru Dikko, Mr. Ayodeji Gbeleyi, who represents the Bureau of Public Enterprises (BPE), and Dr. Abubakar Umar Hashidu.
In addition to serving on the interim board, Dr. Hashidu has been reappointed by NERC as the company’s Administrator for an initial six-month term.
The commission stated that the appointment is subject to review based on the progress achieved during the intervention period.According to NERC, the decision followed a detailed inquiry and consultations with key stakeholders, including the Bureau of Public Enterprises.
The regulator cited persistent market defaults, inadequate investment, and weak operational and commercial performance as the major reasons for its action.
The commission also directed that a transparent and competitive process be commenced for the selection of a new core investor capable of restoring the financial health, operational efficiency, and long-term sustainability of Kaduna Electricity Distribution Plc.
NERC said the intervention is aimed at ensuring a smooth transition, protecting electricity consumers, strengthening regulatory compliance, and positioning KAEDC for improved service delivery while the process of bringing in a new core investor is completed.
